Device Comparison: Plex Server

Coming from an Nvidia Shield, I was wondering: which device would make a better Plex Server / Transcoder?

Nvidia Shield
Vero 4K+ (for arguments sake, let’s say hardware decoding even though I’d probably have to buy Plex Pass)
Win10 i7-8700K using SW decoding only

The Vero 4K + won’t do HW accelerated transcoding to my knowledge because Plex Server won’t be ‘aware’ of the APIs on Vero to do this.

So if you need to transcode to other devices; the Vero won’t do a good job of this.
