International keyboard layouts does not work on hardware keyboard on kodi 18.5 raspberry pi 3b+. But it works on version 17.6 kodi (right-alt key).

You should ask on the kodi forum. I think keyboards should now work the same as they do on a linux desktop (eg Ubuntu). The key to change layouts may be different.
Check the keyboard setting in System->Input->Keyboard layouts (new in 18.x)
