First off, searched around a bit for the subtitle stutter and saw some people suggest keeping GUI at 720p, helped! problem now is, when i set my ui to 720p, it kept reverting back to the original 1080p i set it at before i tried logging, now when im trying to log, i cant seem to have it stick to 1080p and it goes back to 720p, reboot, exit, power down, no fix. And a 720p gui looks kinda bad on a 4k screen.
2nd, when i enable debug logging i should reboot twice, even after the first reboot/exit its not enabled anymore?
3rd, as with my 4k+ the longer the movies/series run the more skips i see in the info panel, doesnt seem to be related as the stutter im experiencing is tied to srt subtitles popping up, not all the time, but a lot, unless i set the gui to 720p, then its as good as gone, doesnt matter if its 1080p or 4k video, dv or sdr.
So how do i log correctly?
Im streaming from my nas, my denon x3700h is set to bypass.
Well, enabled the ssh service to clear the logs, now the gui res sticks to 1080p, so i enabled logging, rebooted twice and logging was still enabled, ran a show and movie, no noticable stutter with subs anymore, but now the debug logging stays enabled on a reboot/exit even when i turn it off, very odd.

edit: set logging to false in guisettings.xml and clearing profile cache.
Set you UI back to 1080p and get rid of your whitelist that is forcing playback at 4K only and see if that fixes your issue.
Will try thanks, got ui to stick to 1080p already. Reason why im using the whitelists is that if have a video that isnt exactly 3840 but like a couple pixels off it reverts to 1080p playback, but that rarely happens so no biggie.

If You set your whitelist to include ALL the resolutions you want it to switch to then you would likely also find it working without issue. There is a guide on this site that covers the topic of whitelisting quite thoroughly if you want to dive into it a bit further. If you have a comprehensive whitelist set and it for some reason picks a resolution other than what you desire, during playback you can go to the video option in the playback OSD and find an option to pick what resolution you want it to switch to which it will do on the fly.
On a side note the video overlay can cause skipped frames and playback issues that wouldn’t be there if it isn’t being displayed. As such, it shouldn’t normally be used as a verification tool for stuttering and what not.
Will check it out thanks! as for the info overlay, i dont keep it running because it bugs the manual subtitle position, making them show higher up than what i set it to in the video calibration until i restart the video (or it could be just defaulting back to “bottom” on opening the overlay, the positions seem similar), i only used it after i was done watching a couple times (or last week when i kept it running a few times to see if i could actually spot the skips which i couldnt). But youre right, i read about the issues it could cause 
Well, i dont know why, but when i change settings they dont stick but revert on a reboot or exit, cleared whitelist and subs made the video stutter still ever so often, enabled logs again but disabled on reboot and whitelist was back to before, remember we had a power outage tuesday in the street which i think is when this started happening. Im at a loss here.
As for the setting not sticking, try going from the home screen into the settings, then hit the back button, then power and exit. Sounds stupid, but it tends to work for me. As for the stutter, if you go into your player>video settings and change the adjust refresh rate setting from start/stop to always, does this help?
Tried that already, didnt change anything, still, my settings dont save, basically deleted everything and only put back the backups for:

I change the skin, ok, i change the color of the skin, reboot, back to standard color but the skin change saved.
I dont know what else to try at this point really.
sudo touch /forcefsck didnt really show anything on startup but at least my gui res was back to 1080p.
I can do a factory reset but what if they ever decide to work on the power again in my area? i dont want to re-index my 570ish movies, sift through the ones tmdb has issues with recognizing and redo all the settings every time it may happen, had the rare power outage before on my 4k+ in the 5 years ive used it and this never happened.
Update: reset the device in the update settings, not remembering settings, did a format and reinstall of osmc, still not remembering settings, faulty emmc?
edit: think i might have found something, will test more tomorrow, have to rescan my entire library.
Kodi has an export option that if you tell it to do individual files it will place artwork and metadata files next to your video files (as long as Kodi has write access to that location) and then if at any point you have rescan these items then Kodi will use the local metadata instead of going online.

Did some more testing, go the settings to stick on an exit/reboot, but only if a play a video for a couple seconds after changing the settings, no video? settings revert, not sure this is intended?
tried to disconnect the network cable without playing a video, not saved, hooked it up straight to my tv, not saved.
Using a Denon 3700h with earc, video output to bypass, flint 2 router with adguard home and doh dnssec server (nothing filtered from kodi/osmc/box ip), enabled wait for network in the vero, didnt change anything either, cec was already off on the vero and the denon, have to keep simplink on my lg c2 or it would use the tv speakers instead.
So basically i have to watch a video shortly for settings to stick, dont remember having to do that on my 4k+, or did something change in the kodi repository since?
It’s a known (and unsolved) issue with Kodi.
You can change another setting and it will trigger the settings to be written out.
