It seems that Open VPN is not supported in the latest version of Kodi 19.1. Does anyone have an alternate addon or even a command line way of running a vpn?

You cannot install zomboided from the repository on Kodi 19 Matrix.
You need to download and install install version 6.9.3 for it to work.
