I was wondering if it is possible to use an android device (in my case a Moto G 2nd Gen v5.0.2) to control the OSMC UI.
Would it be possible to control it via an app and a Bluetooth USB dongle?
There are a number of smart phone remotes. Yatse and Kore are popular ones.

It is possible if it is connected to the same network, and by Kore, it can be found in Google Play Store
However if you want to control it by Bluetooth, you may find an app in Play Store called Bluputdroid, or something similar to control it by bluetooth
