With current default Kodi settings, yes. When you export you will want to tell it to overwrite any current nfo files (if any exist) so they get updated with current watched status. As for the import, you used to have to manually add a line in advancedsettings.xml to enable importing watched status from local files. This option is now default so it will automatically do this unless someone manually adds a line in their advancedsettings.xml to tell it not to do this.
One additional note about series. When you export nfo files it includes a link to the scraper site for each show in a file called tvshow.nfo. If you setup a different scraper (ie TheTVDB vs TMDB) in the new library than the old one it will not be able to add any new episodes without local metadata as that file will not be linked to the correct source. If this is what you are wanting to do then you may want to remove the tvshow.nfo files before creating the new library (the nfo files for individual episodes are okay to stay), editing them with new url’s, or after the library import going into the info screen for every affected show and click refresh, no to all episodes, and yes to ignore local and scrape online.
