Don’t have a router. So that costs money too.

Wifi speeds will not be that good for video anyway.
- Router would be cheaper
- For the video quality you are using, WiFi should be fine.
I guess I just figured there would be a way to configure one Raspberry Pi to be a router and to also output HDMI signal from the network it creates, but I guess that is not a thing.

VNC is doing kind of what you describe, so yes there is a solution but that would only give you 15 FPS max
Hmm. I really wanted to not buy another thing. But if I am going to do this, it looks like a router would be the solution.
