When I read/write files via OS, I get consistent 100mbits.

Set Kodi to read files from the OS mount. 100 mbits sorted!

Unfortunately (as per post on the 25th of Sept at 12:04) I’ve tried that and it yields the same results.

How is the LUN formatted?

It is formatted to EXT4
