Hello,

I bought a remote control as below:

Unfortunately, not all buttons are functional (e.g. shut down, volume up/down, etc.).
I tried to use the Keymap Editor. However, not all buttons are recognized by the editor - I can’t assign functions to them.

How can I fix it?

It looks like a clone of the official OSMC Remote. Not seen this one before. I’m not sure you’ll have much luck, but irrecord is your best bet if it’s IR based and maybe someone else has had some joy with this.
