Can anyone tell me why I cannot find the Virtual Filesystems unnder the Add-ons browser and how I might enable the archive and SFTP support?
I’m running OSMC, Kodi 18.2-RC1 (compiled 2019-04-20) on a RPI 3b+

Have you check under My Addons?
Shoot! That was embarrasing 
I tried to find the VTF under Download as mentioned in the Kodi wiki:
https://kodi.wiki/view/Add-on:SFTP_support
But still, thank you fzinken. The add-on just need to be enabled
