You may want to consider using
httpredir.debian.org
instead of
ftp.debian.org
in /etc/apt/sources.list
httpredir gets the best mirror for you, whereas ftp.debian.org, just goes to the USA to get the files.

I assumed that ftp.debian.org was mirror-redirected.
