Can't rewind/fast forward m2ts file

If I try to rewind or fast forward an m2ts file the current position jumps back many minutes. Just pressing the button once causes this. It makes it very difficult to go to a certain place in the video. mkv files work fine.

The current Pi video stack is EOL. I suggest trying Kodi v19 and coming back to us if this is still an issue

I have installed the OSMC nightly builds of Kodi 19 by following this post [Deprecated] Kodi 19 (Matrix) nightly builds for Raspberry Pi. The problem still persists.
