First Vero 4K+ impressions

I only tested HEVC

H264 is limited to 4K30 on Vero and is less performant than the HEVC decoder.
400Mbps needs a tweak to the dynamic buffer size; but the other 4K HEVC rips should play without issue.

I am testing with some improvements that haven’t been released yet (Jenkins is building now).
