The WinTV dualHD USB DVB-T2 receiver made a lot of problems with Raspberry Pi 4 in the past (see e.g. this thread in the Raspberry Forum). I tried with LibreELEC 10 and the most recent OSMC, and to my delight the receiver works on both! On OSMC however you need to switch it from isochronous to bulk mode (see e.g. here for details).
