Instaler for apple tv OSX 11 (el Capitan)

The installer on the site says OSX 10.7 and up.
Tried to run the installer but it requires OSX 12 !

Where to find the OSX 11 version ?
(a USB version preferably)

Or is there a manual / tutorial for a disk image?
And how do I know which one I need?
Any version history?
