No HDMI-CEC / Screen panning when using arrow keys

It seems that HDMI-CEC is not working with OSMC on a new TV we bought second hand a couple of days ago. It does not respond to any of the keys on the remote. When I use the arrow keys, I see the screen moving to the left or to the right or up/down.

I have done the usual disconnect of HDMI cable and powering off the TV and RPi and also calibrated the screen.

Any suggestions?

Have you got all the latest updates?
sudo apt-get update && sudo apt-get upgrade

No, I used a fresh download. I will try that soon and see if it helps.
