My understanding is that OSMC runs Kodi, as such Kodi plugins will work on the Vero 4k+?

Yes, that is correct. Only exception is binary addons that would need to be available for ARM platform. For those binary Addons OSMC provide a respective repository.
As fzinken says, I just want to add, addons that depend on external apps, like chrome doesn’t work properly either.
