I have OSMC on RPi 3+, when the electric current is down and then back up the RPi restarts and TV turns on.
How to disable the automatic TV turn ON?

I don´t know hot disable only TV Turn ON, but I have adjusted in System > Sytem > Input > Peripherals > CEC Settings:
Devices to power on during startup - None
Devices to power off during shutdown - TV
Put device in standby mode when activating the screensaver - On
With theese setting is TV switched ON and after some time which is possible adjusted in screensaver setting is TV going to switch Off.
It is different function, but it working for me.
