The other device is likely a completely different SoC, so isn’t relevant. The fact it’s stuttering suggests it’s not being decoded properly (hw accel)

I appreciate that, I am just getting to help rule out all possible causes. For example I got my new amp installed and as perhaps expected, it didn’t impact on the playback of these files
Tried that sample, and I can confirm soupladel’s observation.
The Image is way darker than on my original Full HD DVD through my DVD Player, or RIP’s through the Vero 4K (Handbrake).
