Seagate HD does not spin down anymore

Recently I did a hardware update from RPi3 to RPi4 and the software to Kodi 19.1. In the past when I didn’t use OSMC, after a couple of minutes, the Seagate HD was spinning down. However on the RPi4 and Kodi 19.1 this same HD is not spinning down anymore. I already spent hours on this forum and tried almost all suggestions, but didn’t find any solution.

Someone with the same experience or is there a solution?

The drive will spin down after 15 minutes of inactivity if the USB caddy supports this and if nothing else is accessing the drive.

This HD is directly connected to the RPi4 which has a standard OSMC installation. The same as I did on the RPi3. So no other software installed.
