I have a Vero 4K and after the last update, I am no longer to resume a video from the position that it was stopped. This feature has been around for years and the family has gotten quite attached to it.
Was this info kept in a database somewhere?

Nothing has changed for that function, suggest you provide debug enabled logs (play a file, stop it, and go back to the menu where Resume option is shown.

Depending on the used skin you have to set the settings-level to standard or higher, in summary:

enable debug logging at settings->system->logging

reboot the OSMC device twice(!)

reproduce the issue

upload the log set (all configs and logs!) either using the Log Uploader
method within the My OSMC menu in the GUI or the ssh
method invoking command grab-logs -A

Make sure settings>media>videos>default select action> is set to either choose or resume depending on if you want to enable the popup that asks if you want to resume or just automatically play at a resumed position if there is one.
The issue seems to have fixed itself after a while. Can’t say why that is.
