check for updated from MyOSMC
If you started from scratch all is fine and no upgrade issue. It was just a problem with certain addons you had which broke the upgrade.
Format your memorycard it also have been a read error …
As soon as I updated jarvis to krypton, I faced the same issue but when I moved .kodi folder, I can now see home screen.
Though I have lost all my settings and addons, How can I get back my previous settings.
As mentioned in one the comment that some addons can cause this issue though I couldn’t find the addons which may be causing this issue. Please help to bring my setting up again with new krypton update
