Is there any current way to release a third-party app that would be available through the app store? Or is this a future planned feature?
You can do it now — see GitHub for an example. It also covers service control.
How we handle apps will change in the near future but should be a simpler process

Ok, I feel like an idiot… which repo on GitHub? None of the existing repos seem to be a close match for the format or apps shown in the app store right now.
I believe these are the current apps that we have published (anything with app in the name of it) e.g. Cron, FTP, SMB
