On the main screen at the bottom I have an “O” that scrolls across in a blue box. Help??

Have not made any changes. Here is a picture of the circle that scrolls across the bottom, which just began tonight.
This is on my parent’s box, so I won’t be able to get logs as getting a screen capture was hard enough 
Did someone enable RSS feed reader?
Not sure, how should I check?
