Yes, this upgrade path is no longer supported for your device.
With that said: OpenVPN files are not provided via apt-get (at least via OSMC or Debian repositories). If you are using a custom repository, you could update only that repository.

I should be able to get it from the OpenVPN repository…my version is 7 years old
I think you best check on their forum of your provider
It’s still not clear what you are trying to update
Is it the openvpn Debian package (shouldn’t be possible for it to be 7 years out of date) or some ovpn files (apt-get update not needed).
