In that case, you don’t need to add the rules again.
Removing them may, ironically actually fix the functionality.

I already tried. and I deleted the file “999-not-a-joystick.rules” but the problem persists I will try again one more time.

Ok, I solved it the problem It’s the service eventlircd. So I disabled it via systemctl thanx to @Harvey704 [SOLVED] My RF remote has stopped working after migration to Kodi v17 - #60 by Harvey704

sudo systemctl disable eventlircd
