Stuck on splash screen with sad face

I did an update today on my parents Vero 2. Im fairly certain it was the V17 update. it updated, rebooted, and went to the splash screen were in the upper left corner some writing appeared.

Starting LSB: start NTP daemon…
Started LSB: start NTB daemon.
Reached target Multi-user system.
Reached target graphical interface.
Starting update UTMP about system runlevel changes…
Started update UTMP about system runlevel changes.

After this message disappeared the screen flashed and went to the sad face.
It stays on the sad face for 10 seconds then flashes black for a second then back to the sad face.

From there i went to ssh.
I tried sudo systemctl enable mediacenter
sudo reboot
no change.
i then tried sudo systemctl disable mediacenter
sudo reboot
sudo systemctl enable mediacenter
sudo reboot
no change.

i then tried sudo systemctl disable mediacenter
sudo reboot
sudo apt-get update
sudo reboot
sudo systemctl enable mediacenter
sudo reboot
no change.

i then tried sudo apt-get dist-upgrade
sudo reboot
no change

i think there was something else i tried too, but cant remember.

any ideas?
